Zombies are not of one type any more than people are of one type. Are YOU always energetic/shambling/morose/psycho?
Zombies exist because they (rather, the people they were) have been genetically conditioned to survive through extraordinarily adverse conditions. The initial protocol was to enable injured soldiers to be induced into a protective biological state that would extend the "golden hour" to the "golden hourS".
Of course we didn't know how off the rails things would go. The virus we used to provide that protective state somehow escaped beyond service personnel and rapidly infected effectively the entire human population over the next several years. Worse, it turned out that the "protective state" was highly correlated with an induced cannibalistic psychosis.
Fortunately, merely being infected with the "protective virus" had no phenotypic effect in the absence of the "biological trigger" that initiated its effects, and we certainly weren't releasing the trigger now that we knew the viruses' down-side.
Of course, then the "shifted flu" arrived, and changed everything.
Sorry, got off thread there. Simply put, real zombies can range in physical activity anywhere from an essentially hibernation state to a state of super-human speed and strength. The most powerful variable in moving from one state to another is the zombie's perception of the proximity of food (human flesh). Thousands of zombies can exist in close, but difficult to detect, proximity for months, perhaps years, in a hibernation state, consuming virtually no internal resources, nor needing any substantial external resources.
Upon detection of human prey, however, they will "activate" within minutes, perhaps seconds, and if the prey remains in close proximity or is numerous in number one should anticipate a swarm of zombies within short order.
The best defense is continual progressive movement, never loiter in one place long enough to kick resident zombs out of the hibernation state, and in the unfortunate event that you do move out quickly enough that you can evac the area before they begin to swarm.
