I think that even though 1st maybe and 2nd world countries may have the resources to combat the undead, they may lack the wisdom on how to utilize it. Time being the most critical factor as far as responding to a zombie outbreak with necessary force (shooting them in da head) may be wasted on using non-lethal methods, giving the undead threat time to grow.
