The freq range would indicate it is/was used in a SMR system. You'll need a license to even run simplex (no repeater) *koff* *koff* legally *koff*....
You may want to contact the local SMR vendor to see you you could trade the radio for one that will work in the on the ham bands UHF oe VHF. Most SMR system operators provide a package of service and radio, but allow 'privately' owened radios on their systems if they meet technical requirements.
The link also has data on what Motorola radios in that product line will 'fit' within the ham bands.
Keep in mind with most Motorola radios you will need a programming cable and computer program to set channel freqs and such to even use them.
