Will the network save an aprs message for delivery until a person turns their radio on or if you aren't monitoring you just don't get it?

We had an aprs demo at class last night, the instructor had four messages sitting there waiting for him when he logged in to send, so I'd say yes.

It depends on the sending system. For example, the one in my truck is set to rebroadcast messages up to 6 times over a 12 hour period, unless it gets an acknowledgment first.
