I think the point here, is that a tactical target is understandable, but becoming "collateral damage" because the tactical target was missed, is not acceptable by any means. Not that any of it is "acceptable", of course. But if I moved hundreds of miles specifically to avoid being near a target area, and got nuked anyway (assuming I survived) I'd be really pissed off. The government has procedures in place to cover these sorts of things, so the governing body would continue in some form- we, as private citizens, don't have that sort of protection.

And I guess my point is whether I was directly subjected to a nuclear missile attack or whether my countrymen were the subject of said attack, I'd be "worried".

Utilities giving optimistic estimates and butting heads with the .gov over them are nothing new. They have investors, customers, and a Board of Directors that need that warm and cozy feeling to be able to sleep at night. Living out in the country the way I do, I've learned to take Kentucky Electric Power's estimated time to restore service with more than a grain of salt. They frequently have to borrow trucks and crews from Kentucky Utilities and the local Electric Co-Ops just to get things going again after a winter snowstorm. I somehow get the feeling that those neighboring power companies won't have the trucks and crews to lend if a powerful CME hits this area. I live right across the road from a power substation, and if the lights go out over there, I can bank on the juice being out for at least two days. I've been through it enough to read the tea leaves in that respect.

If you're talking about that bad ice-storm back in January 2009, that was the longest and COLDEST two weeks of my life. We couldn't wait to get back home to the beach. :gonk:
