The thieves could be used to acquire needed items for long term sustainment, some of them are already experienced killers, and most of them would have hand-to-hand experience with and without edged weapons. May as well use their powers for good-not to mention, most of them have probably gotten advanced degrees in law, which could be useful in the rebuilding process after the fall of humanity. Not to mention, they would know every inch of the place-including the weak spots, as they have undoubtedly tried them in the past. As for the less desirable elements (rapists, child molesters, anti-gun rights activists, etc), they have a use also, put them on perimeter patrol-outside the wall. As for the comment about the more dangerous foe being people...you do realize zombies are people, right? But then again so is Soylent Green. But they are people, nonetheless. People with feelings, and families, and...oh who am I kidding. The only feeling they need to have is a small, lead projectile impacting their brain-housing group at a very high velocity. They have ceased to become a contributing member of society and will only become a burdon on the rest of what is left of society and will more than likely result in an overcrowding of your immediate area...oh my, I just realized that prisoners are zombies

We're on the side of a mountain at an elevation about 2000 feet and near no major cities. The prison grounds are about 500 acres and are entirely surrounded by a 60-foot-high concrete wall with enclosed watchtowers. It can comfortably hold 2500 prisoners but has a capacity of 3000, and was designed to be self-supporting: facilities include a run-of-the-river micro-hydroelectricity power plant, water tower and river access, lumber access, a dairy farm, a field-crop farm, a central warehouse, a maintenance garage, a three-story welding and mechanics factory facility, a three-story tailoring and carpentry shop facility, full hospital and dental facilities, a courtroom, two schools, a library, a mess hall, a bath house, a church, a baseball field, a gymnasium, several basketball courts, and a weight room. All of the buildings are connected by tunnel (we often hit -20 degrees Fahrenheit in the winter so...yeah. No one wants to go outside). Pretty much everyone living in the town works there.
I've always thought that it would be the perfect fortress for long-term survival, with the exception of that one problem: what do you do with the prisoners? Because seriously, the guys in there aren't crack dealers and identity thieves. They're rapists and murderers and gang leaders. How do you deal with that?
