I like this a lot. Photograph your BOB/INCH with all it's contents. Then list everything that you used and how. So you can see just what is working and what is not. Even though I carry an INCH. And some of my items would not be used until many days into my journey. I would still like to see what works and what doesn't. What I used and what I didn't. What I used that sucked. What I used that kicked ass - as I thought it would. What I didn't bring that I wish I had. Etc. Etc.
Base the contest simply on who used - as much of what they had - the best. With the least amount of useless items. In other words give credit to the persons who actually used - all three of their packed fire lighting systems, all of their water filtration/purification systems, all of their shelter systems, all of their cold weather gear (if they hauled it), etc. etc. And subtract credit for useless items. items that weren't really needed or items that they should have packed and didn't.
This of course will have to be on the honor system to some extent. Though pictures would help. You should give a merit award to the person with the most amount of fail in their gear though.

Since dying disqualifies an entry, I would think that getting home alive to tell the 'tale of fail' would be prize enough!
