When Rick, Morgan & Duane went into the police armory, Rick said that "a lot of stuff is missing". Which is probably why the only long guns that were left were shotties and bolt-guns (and that one semi-auto Browning/FN sporting rifle that T-Dog had trained on the Vatos).
IIRC, Otis had, maybe, ten rounds for his hunting rifle.
There were a lot of M4s and even a few belt-fed MGs at the military check points in ATL and outside of the CDC......There were a lot of bodies of dead soldiers, too (most likely because they expended all of their ammo and then were overrun by the walkers).
Here's a teachable moment: if you have a firearms battery as part of your preps, stock plenty of ammo NOW.

I should think that that was probably the last thing on their minds, since they'd just found a safe haven with warm food and hot showers (and they hadn't had either for a good while).
ETA: I am somewhat surprised that Carol's husband didn't have any weapons, what with all his MREs and "Op-Sec".
