If a stop sign has a white border, then it's optional.

god this was on a parking lot a couple of years ago.
I was chased down the parking lot by the MP and I don't remember if it had white borders.
I though why doesn't he pass if he has all his sirens and lights on.
So it took us 5 min to get to a free parking spot, because I stopped every time he hit the siren.

There is no such thing as an optional stop sign. The other poster was being sarcastic, hence the eye roll. The border color doesn't matter.
DL = Driver's License? He looked at your driver's license to verify your identity and confirm that you were legally allowed to drive.
