On my cheap Timney trigger pull gauge the SSA-E registers around 3.0 - 3.25 pounds, and the SSA is between 4.25 - 4.5 pounds. Hmmmmm..... good info. Granted, I know nothing about the tax stamp process, but does that money for each stamp stay with the ATF? So with that said....even if your reloaded ammo were to group 2 MOA at 100 yards, if it stayed consistent, it would still group 4 inches at 200, 6 inches at 300 yards, 8 inches at 400 yards, and so on and so on. I tried some Kroil on my fingers to wipe on one case. That didn't work out too well.
