Check your CTCSS codes compared to the local repeaters. You might not have them punched in and you won't pick up any transmissions that way.

Also check the real range on those. If you are standing indoors you have to be very close to most VHF repeaters to pick them up.

I was hitting repeaters 30 miles away from a hilltop using a UV-5R (4 watts) using a Nagoya 701 antenna. Total cost of radio and antenna from Amazon was just over 40 dollars. I also have a 12v adapter that cost another 5 bucks to run off of my bike on longer trips.
