While culturing a virus and infecting others with it isn't as complicated as, say, putting a satellite into orbit, it's not Bio101 level either. You'd generally have to have someone who has a Masters or PhD in a relevant field and also has enough lab experience not to kill themselves while doing it...

Just remember, there are two types of thru-hikers. Washington is among the states that don't require training. Some states don't even require a permit. I'm not aware of reports of more problems in those states that dont require training than those that do.
