The Officer did not need probable cause to approach him or to follow him. No probable cause required for a stop either. He needs reasonable suspicion in order to detain him, I would say you need probable cause at the point where you start disrobing your victims because it's become more than a terry...

yeah, cops frequently work secondary jobs like security guards and bouncers in their spare time. I'm pretty sure that's a nation-wide thing. Policework usually doesnt pay very well.
