There are 2.5 gallon NATO cans that are way easier to use than the 5 gallon cans. I'd vote for a Marlin 60 or a Marlin 25. The Marlin 60 is a tube-fed semi-auto, and the Marlin 25 is a magazine-fed bolt action. I've used both, and they're definitely accurate to 100 yards. It would get past most restrictions, they do make five round mags for really restrictive states, except of course once they start banning semi autos it's done.
