The most powerfull threat comes from motorcycle gangs. Not your hell angels type of stuff, but fast traveling scum on fast chinese motorcycles, in pairs per bike, in groups of 4 minimum. gangs also operate on vehicles but in a breakdown this could vary wildly; lets say main threath are motorcycles....
