I'm just going to mention that if you hit any "glow-in-the-dark" item (anything "hi-viz" too but even more so) with a laser pointer (blue is best) it lights up like a flare going off. Something to keep in mind when searching for such things at night or in the dark.

You're right, DOT doesn't do any testing (at least not the USDOT, various state DOTs may), instead they rely on the SAE which does test, and rather extensively.
