One note about "18650 vs 2xCR123" is that its not only the voltage difference: they're physically not the same dimensions. a CR123 is substantially thinner (2mm less) than a 18650 as well as not being slightly longer than 1/2 of an 18650 (340mm) and many lights are too skinny to accept an 18650.
