To be on the safe side, if it's a receiver that has never been built as a rifle, yes you can built it into a pistol. A receiver can not be registered as a pistol unless its in a pistol configuration. The Import ban was part of an Executive order by GWH Bush IIRC, unless the current White House Administration Rescinds that EO, it aint-a-gonna-happen...plus you STILL have 922-(r) restrictions in place that affects imports of firearms if they are not "Sporting" in nature.
