The US bought lots of short barrel 11's, many of which were given to LE agencies for civil defense use. We still had several in our armory that were all but unfired. They worked just fine.

It looks fine to me. If the scope is usable for you I see no issue regardless of what the Smith said. If you are having difficulty actuating the charging handle I'd recommend a BCM charging handle with the large latch, that should allow you to clear it. Just be sure to get the .308 version.
