I've used my old camelbak as an air/water pillow before, and my past two newer water bladders have worked very well too. I ate only about 1/3 of what I brought last trip,.....so what I can do instead of being more efficient is just bring the same amount of a variety of stuff. When they gave us buttpacks most never put them on since we did 90% of our work in vehicles. Folks just put them on their rucks and filled them with food and jack mags. Agreed. My fix would be to buy a small silnylon sack/sleeve to keep the water out, then just leave the pack as is. Weight and space would be negligible, and the sleeve could help protect documents if needed too.
